Meet Our Board


Tom Lucia: President
Pocatello, ID
Tom has thirty years experience working for the Bureau of Land Management and Idaho Department of Fish and Game. As a landowner in Preston, Tom has been interested with working with his friends and neighbors to protect open space, working lands, and wildlife habitat is Southeastern Idaho. Tom has a B.S. degree from Utah State University in Ecology and Wildlife Management and currently works for the Idaho Fish and Game.

Garry Ratzlaff: Vice President
Pocatello, ID
Garry is an avid sportsman who is passionate about Southeastern Idaho’s open spaces. He has a B.A. Architecture, Montana State University and has actively practiced architecture for thirty years. Garry is responsible for business development, programming, construction document preparation, and on-site construction observation. When he is not working, Garry can be found hunting, biking, and enjoying all that Southeast Idaho has to offer.

Lance Bethke: Treasurer
Pocatello, ID
Lance was raised on the family ranch in Power County and continues to be active in its management. He enjoys hunting, fishing, camping and enjoying Idaho's great outdoors with his wife Karyn and their two children. Lance has a B.A. from the University of Idaho in Finance with a minor in Agri-business and has been in the banking industry since 1991, specializing in agricultural and commercial lending. He is currently a Vice-President and Branch Manager for DL Evans Bank in Pocatello.

Deb Mignogno: Secretary
Pocatello, ID
Deb has been interested in land conservation throughout her career with the United States Fish and Wildlife Service. She was impressed by the grassroots approach of Land Trust's in other parts of Idaho and was eager to help Sagebrush Steppe Regional Land Trust establish and make a difference in Southeastern Idaho. Today, Deb is retired and when she is not travelling, hiking, and exploring the distant corners of the world, she is dedicated to helping the Land Trust succeed by volunteering her time and expertise.

Bill Davidson
Pocatello, ID
When Bill recognized the need for private land conservation in Southeast Idaho, he set out to form an organization that could work with landowners to protect their working lands and wildlife habitat. Today that the organization is the Sagebrush Steppe Regional Land Trust. Bill has 29 years experience working for the Idaho Department of Fish and Game. After retirement he obtained his Real Estate Sales License and is now working in the Area of Farm and Ranch Sales with the Firm of J.W. Dunford and Associates. Bill is active in sportsmen’s and conservation organizations across Idaho.

Marjanna M. Hulet
Pocatello, ID
When Marjanna's father, Bill Davidson, explained his dream of protecting SE Idaho's open spaces, Marjanna saw that he would need help to realize that dream. She has served on the land trust board since the beginning, and is glad to see her father's dream coming true. Her main interest is protecting outdoor recreational opportunities, so tomorrow's families can enjoy the same opportunities she enjoyed growing up, and which she shares with her young family today: camping, boating, fishing, hunting, and hiking.

Jessica McAleese
Pocatello, ID
Jessica McAleese is a wild earth enthusiast and grew up in the mountains of Idaho. She is the co-conspirator of LadyBird Farms, a small CSA and market farm in the Portneuf Gap area. When not growing veggies, Jessica works on many different community based projects throughout southeast Idaho, including the development and promotion of community and school gardens, sustainable agriculture coordination with Three Rivers RC&D, and outreach and education with The Pocatello Co-op. She has her Master's in Public Health and is an active community member, serving on the City of Pocatello's Open Space Advisory Committee and now the Sagebrush Steppe Regional Land Trust!

Babette Thorpe
Swan Valley, ID
Babette is the Land Protection Director for the Teton Regional Land Trust. Before moving to Idaho, Babette worked for the Piedmont Environmental Council, a land trust dedicated to conserving land in the Virginia Piedmont. Working with her family to farm land within 70 miles of Washington D.C. sparked her interest in conserving family farms and ranches in the face of strong development pressure. She is also interested in the connection between healthy cities and towns and protected farms, ranches and wildlife habitat.
